The Ideal Candidate
The ideal candidate will have a history of making positive contributions to the organization, is informed and knowledgeable regarding City and Departmental policies, procedures, and issues, and is able and willing to supervise personnel and represent departmental views and philosophy. Battalion Chief is a management level classification in the Fire Operations Bureau of the Fire Department and is expected to perform responsible leadership, management, technical and administrative work in commanding and supervising fire suppression activities; to provide administrative and operational support to the Fire Chief; and to provide highly responsible and technical staff assistance. This recruitment is being conducted to establish an eligibility list to be used to fill current and future vacancies.

Examples of Duties and Responsibilities

  • Utilize the Incident Command System to direct and supervise fire control forces in the suppression of fires, the mitigation of incidents involving hazardous materials, and the resolution of other emergency situations as required;
  • make technical decisions as to the best methods of extinguishing fires after observing the fire and receiving oral reports from company officers;
  • ascertain the need for and type of additional equipment necessary to counteract the emergency;
  • prepare and maintain a variety of records and reports;
  • assist the Fire Chief in special administrative assignments;
  • assist in the development and implementation of goals, objectives, policies and priorities;
  • provide classroom instruction on topics identified by the audit and evaluation process;
  • monitor scheduled training activities and identify potential improvements;
  • coordinate training of personnel;
  • supervise, train, and evaluate assigned staff;
  • prepare duty rosters and assure adequate staffing levels;
  • conduct critiques of fires and fire suppression strategy employed;
  • coordinate fire operations resources at mutual aid responses;
  • assist in coordinating Fire Department activities with other City departments and divisions;
  • serve as Duty Chief as assigned;
  • represent the City in the community and at professional meetings as required.

In addition to the duties listed above, each employee in this classification may perform the following duties. Any single position may not be assigned all duties listed below, nor do the examples cover all duties which may be assigned.

  • Direct fire hydrant placement, maintenance and testing;
  • coordinate the maintenance of all fire maps;
  • assist and participate in organizing and implementing department's fire inspection program including visits to major facilities for pre-fire planning;
  • assist as necessary in the investigation of fires and to determine cause and origin;
  • act as the Fire Department Public Information Officer to the media and press;
  • assist in the preparation and administration of the department budget;
  • coordinate the maintenance of all vehicles and equipment;
  • prepare specifications and coordinate purchase of fire apparatus;
  • make inspections of personnel and determine the general condition of equipment, apparatus and fire stations;
  • and perform related duties as required.

Required Qualifications

Knowledge of: Principles and practices of organization, administration, training, budget and personnel management; principles, practices, techniques and procedures of modern firefighting, emergency medical care, and rescue including the operation and maintenance requirements of the various types of fire apparatus and equipment; mechanical, chemical and related characteristics of a wide variety of flammable and explosive materials and objects; fire prevention principles, practices and procedures; Federal, State and local laws and regulations pertaining to fire suppression, prevention, emergency medicine and personnel training; knowledge of prehospital medical care and EMS medical policies, procedures and protocols.

Ability to: Make effective use of personnel, equipment and apparatus in emergency situations; provide effective instruction to subordinates; ; stimulate interest and command respect of subordinates; conduct a thorough fact-finding investigation and enforce regulations firmly, tactfully and impartially; communicate clearly and concisely, orally and in writing; learn job-related material through professional training classes, team building sessions, oral instruction, structured lecture, reading and observation; establish and maintain cooperative working relationships with those contacted in the course of work.

Experience and Education: Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

Experience - Eight years of increasingly responsible municipal fire suppression and prevention experience, including at least four years of command experience at the Fire Captain level;

Education - Equivalent to an Associate of Arts degree or 60 units from an accredited college with major work in fire science, fire administration, public or business administration or related field; possession of a Bachelors of Arts degree from an accredited college is desirable; completion of the State Fire Marshals Office Chief Officer certification by the end of probation.

Training and operations activities involve observing and monitoring people, data and objects to ensure compliance with safety standards; climbing and working off ladders greater than 10 feet above the ground to observe roof conditions/operations; lifting and moving gurneys, hose, ladders and extrication equipment weighing over 50 pounds distances over 20 feet; bending or stooping repeatedly or continually over time to pick up equipment on the ground; working outdoors in a variety of weather conditions with exposure to the elements and very hot and cold temperatures; moving more than one limb simultaneously to pull hose, operate a radio and write, and perform technical rope work; reviewing and checking the work products of others; and tolerating very hot and cold temperature during interior firefighting situations, outdoor winter training and swift water training; During fire and other emergency operations sets up or removes barricades and sets flare patterns; discriminates among colors or matches colors to identify NFPA placard identification and observe and make decisions based on flame and smoke colors; listens for and hears vicinity alarms, smoke detectors, personal alarm devices, chemical alarm devices, sirens and horns and radio tone alerts; requires use of explosive strength; sits or stands for extended periods of time without the ability to rest at will. Participation in wild land fire operations involves walking over rough, uneven or rocky surfaces for extended periods of time unable to rest at will. Operates radios, warning light and siren control heads making fine, highly controlled muscular movements to adjust the position of a control mechanism; reaches into a Knox Box for keys using arm over shoulder level. During fire suppression or contaminated air emergencies, must wear and use a self-contained breathing apparatus.

When participating in meetings or performing work in the office, the incumbent in this classification sits for extended periods of time with the ability to change positions at will; prepare written materials such as reports, evaluations, inputting statistics, shift schedules, rosters and e-mail using proper punctuation, spelling and grammar by entering data into a keyboard device requiring repetitive arm/hand movement; communicates with the public and staff face to face and using a telephone and on a two-way radio. When reviewing or monitoring safety and accident reports, the incumbent observes, compares, or monitors data to determine compliance with prescribed operating or safety standards.

Training responsibilities require the incumbent to communicate orally in a group setting and instruct others in a classroom or field setting.

During drill evolutions the incumbent lifts arms above shoulder level.

During drills and on the fire ground, the incumbent observes or monitors objects and people's behavior to determine compliance with prescribed operating or safety standards.

When serving as Duty Chief, the incumbent wears protective gear, carries appropriate tools, and wears a self-contained breathing apparatus, weighing a combined total of 100 pounds, while performing many of the emergency-related duties; uses common hand tools, such as a hammer, saw, screwdriver or similar tools, when making minor repairs to equipment.

In order to drive and when performing ladder and hose evolutions, the incumbent coordinates the movement of more than one limb simultaneously.

Minimum Qualifying Scores will be determined by a cut-off point of 70%, which may be adjusted based on factors such as number of candidates, anticipated vacancies, past practice and/or natural breaks in scores achieved by this group of candidates. Candidates who pass the assessment examinations will be placed on the eligibility list.
