Human Services Personnel is recruiting for Management Aides - to perform a variety of duties, including assisting in the research and development of operational policies and procedures, provide additional support to fiscal and personnel services, and other administrative functions.

ABOUT HUMAN SERVICES PERSONNEL

Human Services Personnel is responsible for processing personnel and payroll transactions for over 6,000 employees who work within the Human Services Agency. Staff in the division support and provide assistance to Human Services Department employees, supervisors, managers, and executive staff. Support includes: e-Time processing, step advancements, on-demand warrants, new hire/promotion/transfer paperwork, live scan fingerprinting, background clearances, verifications of employment, physical examination scheduling, leaves processing, position control, and employee photo ID/access badges.

CONDITIONS OF EMPLOYMENT

Pre-Employment Process: Applicants must pass a background check, including fingerprinting and medical exam, prior to appointment.

Travel: Travel throughout the County may be required and employees will be required to make provisions for such transportation.

Work Schedule: During peak workload periods, this position may be required to work extended hours which may include evenings, weekends (both Saturdays and Sundays) and early morning/late night hours.

Sponsorship: Please note, San Bernardino County is not able to consider candidates who will require visa sponsorship at the time of application or in the future.

Minimum Requirements

Education: Thirty (30) semester (45 quarter) units of completed coursework from an accredited college/university in business/public administration, behavioral/social science, accounting/finance or other relevant field of study. (Transcripts must be submitted with the application or the application will be disqualified.)

-AND-
Experience: One (1) year of full-time experience within an employment or personnel services office in at least one of the following areas: 1) assisting with employment/payroll studies, which included administering surveys or researching data for analysis; 2) assisting or supporting professional staff with analysis of personnel/payroll related functions, such as recruiting, hiring or onboarding, personnel/payroll rules and regulations or policies and procedures. (This experience must be clearly detailed in the Work Experience section of the Application.)

Substitutions
Experience Substitution: Fifteen (15) semester (22.5 quarter) units of completed upper division college coursework in public/business administration or qualifying field may be substituted for six (6) months of experience. (Transcripts with upper division coursework must be submitted with the application or the application will be disqualified.)
Education Substitution: One (1) year of additional qualifying experience may be substituted for the required thirty (30) semester (45 quarter) units of college coursework.

Note: Qualifying degrees or coursework must be completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. Degrees or coursework completed outside the U.S. must be accompanied with an evaluation report from a reputable credential evaluation service showing equivalency to degrees or coursework completed at a college or university accredited by any accrediting association recognized by the United States Department of Education.

Desired Qualifications

The ideal candidate will possess experience in developing and leading projects, and visual presentation of data and business information. Proficiency in the Microsoft Office suite programs including the creation of professional documents for public dissemination (e.g., infographics) and familiarity with Microsoft Project program and/or databases are highly desirable.

Bilingual Skills: Applicants fluent in American Sign Language, Arabic, Korean, Mandarin, Spanish and/or Vietnamese are strongly encouraged to apply. Additional compensation is associated with positions requiring the use of bilingual skills. Testing of bilingual skills may be required to receive additional compensation.
