ABOUT THE POSITION

This position is open to County of Riverside Human Resources employees only.

The County of Riverside's Human Resources Department has an opportunity for a Human Resources Technician I/II in Riverside, CA. This position will support the Disability Access Office (DAO). However, this list may be used to fill other vacancies in recruiting.


Under the direction of supervisory or lead staff, this position manages an FMLA/CFRA/PDL caseload of 100-150 cases, processing leave requests, determining eligibility, and issuing required documentation within mandated timelines. The role evaluates medical certifications, coordinates with departments and Employee Services, and monitors leave usage through regular time and labor reports. Responsibilities also include maintaining case information in the FMLA/CFRA/PDL database, researching details in PeopleSoft and other systems, collaborating with I.T. on system issues, supporting DAO staff, and preparing routine reports. The position also provides guidance on complex cases, including potential misuse of leave, and performs other duties as assigned.

Preferred experience includes proficiency in PeopleSoft HCM, working knowledge and at least 1 year of administrative experience related to FMLA/CFRA/PDL and associated laws.

Human Resources Technician I: $22.788615 - $32.612199 Hourly
Human Resources Technician II: $26.637609 - $38.130186 Hourly

EXAMPLES OF ESSENTIAL DUTIES

  • Under the guidance of supervisory or lead staff, manage an FMLA/CFRA/PDL caseload of approximately 80–100 cases.
  • Receive and process FMLA/CFRA/PDL requests submitted through various channels.
  • Review time and personnel records to determine employee eligibility.
  • Communicate with employees and issue required documentation within legally mandated timelines.
  • Evaluate medical certifications to determine whether conditions meet the criteria for a “serious health condition.”
  • Coordinate with departments and Employee Services as needed throughout the leave process.
  • Monitor leave usage by running regular time and labor reports and notify employees as their leave nears expiration.
  • Enter and maintain case information in the FMLA/CFRA/PDL database; research related details in PeopleSoft and other systems; collaborate with I.T. to troubleshoot system issues; support DAO staff as needed; and generate regular reports for the DAO Team and other stakeholders.
  • In partnership with the Sr. HR Analyst and/or HRSM, provide guidance to departments on complex cases, including potential misuse of FMLA/CFRA/PDL.
  • Other duties as assigned.

MINIMUM QUALIFICATIONS

Human Resources Technician I:
OPTION I
Experience: Two years of experience in which the primary duties of the job involved maintaining and processing records of a human resources recordkeeping system and working with human resources rules and regulations.

OPTION II
Education: Completion of 18 semester or 27 quarter units from an accredited college or university in business or public administration, social or behavioral sciences or a closely related field to the assignment.


Human Resources Technician II:
OPTION I
Experience: One year of technical human resources experience, which included interpreting and applying human resources rules and regulations equivalent to a Human Resources Technician I with Riverside County.

OPTION II
Education: Completion of 18 semester or 27 quarter units from an accredited college or university in business or public administration, social or behavioral sciences or a closely related field to the assignment. (An additional year of full-time experience may substitute for the required education.)

Experience: Two years of experience equivalent to a Senior Human Resources Clerk with Riverside County.

ALL OPTIONS

At least one year of administering the FMLA process or supporting the FMLA process by performing clerical data entry, running reports, assisting program administrators, and/or working with FMLA forms is highly desired.


Knowledge of: Laws, ordinances, rules, regulations, and procedures governing the Human Resources Department and human resources activities of operating departments; basic human resources records and documentation; occupational titles and concepts, job duties performed and job-related standards for employment.

Ability to: Evaluate education, experience and other qualifications and determine their applicability to the established requirements; read, understand, apply, and explain regulations, standards, policies, and procedures; communicate effectively orally and in writing; work effectively with applicants, co-workers, other agencies, and the community; maintain accurate records; prepare reports and correspondence; recognize problems and devise effective course of action; collect and evaluate data and summarize findings; perform basic statistical computations.
