Under general direction, plans, develops, implements, administers, and coordinates the activities and operations of the Human Resources/Risk Management Department, including recruitment and selection, benefits management, performance management, training, staff development, organizational development, classification and compensation, discipline, safety, risk, volunteer management, and compliance. Provides highly responsible and complex administrative support to the Assistant City Manager. Manages and supervises a broad range of complex organizational, human resource management, and employee/labor relations matters frequently entailing issues of significant potential litigation risk, cost, and exposure to adverse public reaction. Exercises supervision over management, supervisory, professional, clerical, and technical personnel. - Examples of Duties
Examples of duties include, but are not limited to, the following:
- Assumes management responsibility for all Human Resources Department services and activities;
- Oversees the planning, development, implementation, administration, and coordination of the City's risk management, liability, property, loss recovery, workers' compensation, employee safety, and loss control programs;
- Oversees the City's employee benefits program;
- Oversees recruitments, to include advertising, screening, and processing of applications, testing, interviewing, scheduling pre-placement examinations, and hiring new employees;
- Oversees the City's Workers' Compensation and Safety Program;
- Ensures the City's compliance with policies and contracts, as well as Federal, State, and local human resources management regulations;
- Reviews and analyzes reports, legislation, court cases, and related personnel matters;
- Continuously monitors and evaluates the efficiency and effectiveness of division service delivery methods and procedures;
- Assesses and monitors workload, administrative and support systems, and internal reporting relationships;
- Performs research and analysis;
- Explains and interprets Human Resources Department programs, policies, and activities;
- Negotiates and resolves sensitive, significant, and controversial issues;
- Conducts a variety of organizational studies, investigations, and operational studies;
- Recommends modifications to Human Resources programs, policies, and procedures as appropriate;
- Responds to complaints or claims of discrimination and harassment from employees and regulatory agencies;
- Oversees union-management contract negotiations, grievances, and arbitration;
- Administers the provision of existing employee contracts and agreements;
- Directs and participates in the administration of the City's classification and compensation plans;
- Initiates and conducts wage and benefit surveys, analyzes, evaluates, and makes recommendations on proposed job reclassifications;
- Directs the preparation and maintenance of personnel records and reports, employee handbooks, orientation manuals, and other publications on employee working conditions and benefits;
- Directs, develops, delivers, and procures appropriate staff development and training;
- Establishes and administers the City's performance appraisal programs;
- Directs, oversees, and participates in the development of the Department's work plan, assigns work activities, projects, and programs, monitors work flow, reviews and evaluates work products, methods, and procedures;
- Oversees coordination of department activities with those of other departments and outside agencies and organizations;
- Directs the forecast of additional funds needed for staffing, equipment, materials, and supplies, monitors and approves expenditures, and implements mid-year adjustments.
- Prepares and presents staff reports and other necessary correspondence; and
- Performs related duties as assigned.
- Qualifications
- Education:
- Bachelor's degree from an accredited college or university with major course work in human resources, public administration, business administration, a related field.
- Master's degree is desirable.
Experience:- Ten years of increasingly responsible experience in professional human resources experience including administrative and supervisory responsibilities.
- Experience working successfully with employee associations or unions and/or prior experience working for a public agency is preferred.
Licenses and Certificates:- Possession of an appropriate, valid driver's license.
- Professional Human Resources Certification.
Special Requirements:Essential functions and duties require the following physical abilities and work environment:- Ability to work in a standard office environment; ability to travel to different sites and locations; ability to sit, stand, walk, kneel, stoop, and twist; lift, drag and push files, reports, or other materials weighing up to 25 pounds is also required.
