Position: Manager of Foundation Finance & Compliance
Distinguishing Characteristics:
The Manager works closely with Foundation leadership and Kern Medical Finance to maintain strong internal controls, support budgeting and reporting processes, and ensure compliance with nonprofit and healthcare-related regulations.
Essential Functions:
Financial Management & Reporting
- Manages foundation accounting activities, including general ledger, reconciliations, and monthly close
- Tracks and reports restricted, endowed, and unrestricted funds
- Assists in development and management of the Foundation’s annual budget
- Prepares routine financial reports for leadership and Board committees
- Coordinates with health system finance to ensure policy alignment
Grants & Donor Compliance
- Monitors compliance with donor intent and fund restrictions
- Supports financial reporting for grants
- Partners with development team for fund tracking
- Maintains audit-ready documentation
Regulatory Compliance & Internal Controls
- Ensures compliance with nonprofit regulations (e.g., IRS Form 990 support)
- Maintains internal controls and financial policies
- Supports compliance reviews and internal audits
Audit Support
- Prepares documentation for audits
- Responds to auditor requests
- Assists with implementing audit recommendations
Business Operations Support
- Supports vendor coordination and contract tracking
- Manages expense and procurement processes
- Supports fundraising initiatives
Collaboration & Support
- Partners with Foundation leadership and internal teams
- Supports Board and committee materials
- Serves as liaison across departments
- Collaborates with Foundation and Hospital leadership to improve operational workflows and systems
Other duties as assigned.
Employment Standards:
- Bachelor’s degree in Finance, Accounting, Business Administration, or related field required
- 3-5 years of experience in finance, accounting, or operations
- Experience in nonprofit or healthcare preferred
- Experience with grants and fund accounting preferred
Knowledge of:
- Understanding of nonprofit accounting principles
- Proficiency in Excel and financial systems
- Grants and fund accounting
- Data collection, analysis, and reporting techniques.
Ability to:
- Prepare accurate financial reporting and budgets
- Pay strong attention to detail
- Communicate in a professional manner, both in verbal and written communications
- Ensure compliance with regulatory bodies and grant-specific requirements.
- Communicate complex financial information to stakeholders effectively.
- Work collaboratively with diverse stakeholders and cross-functional teams.
- Adapt to changing regulations and implement necessary adjustments.
Supplemental:
Dependent upon assignment, applicants may be required to pass an extensive background investigation, and be fingerprinted. Disqualification for felony, misdemeanor, and traffic offenses will be assessed on a case-by-case basis.
All Kern Medical employees are designated “Disaster Service Workers” through state and local laws (CA Government Code Sec. 3100-3109 and Ordinance Code Title 2 - Administration, Ch. 2.66 Emergency Services.) As Disaster Service Workers, all county employees are expected to remain at work, or to report for work as soon as practicable following a significant emergency or disaster.
If position responsibilities require driving a personal vehicle, then possession of a current valid California Driver’s License and adherence to the Kern County Hospital Authority Vehicle Use and Driving Standard Policy (ENG-EC-119) is required.
If position responsibilities require driving a vehicle owned, leased or rented by Kern Medical, then possession of a current valid California Driver’s license, a signed authorization for Release of Drivers Record Information and adherence to the Kern County Hospital Authority Vehicle Use and Driving Standard Policy (ENG-EC-119) is required.
